President Trump signed an executive order Friday directing diplomatic, law enforcement and national security agencies to dismantle cybercriminal outfits.

The order frames cybercrime groups, including Southeast Asian romance-scam farms and ransomware gangs, as transnational criminal organizations. It directs the Attorney General to give priority to prosecutions of cyber-enabled fraud and compels the State Department to pressure foreign governments to combat these gangs within their borders. Sanctions, visa restrictions and foreign-assistance limits serve as the primary tools to achieve these aims.

The order mandates a formal action plan that identifies the gangs responsible, and develops strategies to disrupt their activities and dismantle them.
